मार्जिन कारोबार : आगामी फागुन १ गतेदेखि लागू हुने नेपाल धितोपत्र बोर्ड (सेबोन) ले शेयर बजारमा तरलता बढाउने र लगानीको दायरा फराकिलो बनाउने उद्देश्यसहित नयाँ 'मार्जिन कारोबार सुविधा सम्बन्धी निर्देशिका, २०८२' स्वीकृत गरेको छ। बोर्डको पछिल्लो बैठकले यसअघि कार्यान्वयनमा रहेको २०७४ को निर्देशिकालाई खारेज गर्दै आगामी फागुन १ गतेदेखि लागू हुने गरी नयाँ व्यवस्था गरेको हो। नयाँ निर्देशिका अनुसार अब लगानीकर्ताले धितोपत्र दलाल व्यवसायी (ब्रोकर) बाट ऋण लिएर शेयर खरिद गर्न पाउने बाटो थप सहज भएको छ। यो व्यवस्थामा लगानीकर्ताले आफूसँग भएको केही रकम 'प्रारम्भिक मार्जिन' का रूपमा राखेर बाँकी रकम ब्रोकरबाट सापट लिई शेयर खरिद गर्न सक्नेछन्। शेयरको मूल्यमा आउने गिरावटलाई मध्यनजर गर्दै लगानीकर्ताले सधैँ २० प्रतिशत 'सम्भार मार्जिन' कायम राख्नुपर्नेछ, अन्यथा ब्रोकरले 'मार्जिन कल' मार्फत थप रकम माग गर्ने अधिकार पाएको छ। बोर्डले बजारको स्थायित्वका लागि सबै कम्पनीको शेयरमा मार्जिन सुविधा नदिने नीति लिएको छ। EBON Approves New Margin Trading Directive; Implementation from mid-February KATHMANDU — In a major move to boost liquidity and expand investment avenues in the capital market, the Securities Board of Nepal (SEBON) has approved the 'Margin Trading Facilities Directive, 2026 (2082 BS)'. Replacing the previous 2017 guidelines, the new directive is set to come into effect on February 13 (Falgun 1). Under the new provisions, stockbrokers are now empowered to provide credit directly to investors for purchasing shares. This "Margin Trading" facility allows investors to purchase stocks by depositing a portion of the total cost as "Initial Margin," while borrowing the remainder from the broker.

बैंकिङ प्रणालीमा अधिक तरलता, निजी क्षेत्रमा कर्जा प्रवाह सुस्तExcess Liquidity in Banking System, Slow Credit Flow to Private Sector

नेपालको बैंकिङ प्रणालीमा हाल अत्यधिक तरलता रहेको छ भने निजी क्षेत्रतर्फ कर्जा प्रवाह सुस्त देखिएको छ। निक्षेप उल्लेख्य रूपमा बढे पनि उद्योग–व्यवसायबाट कर्जाको माग कमजोर रहँदा बैंकहरूमा ठूलो परिमाणमा रकम निष्क्रिय अवस्थामा रहेको छ। नेपाल राष्ट्र बैंकले बन्ड, स्थायी निक्षेप सुविधा तथा अन्य मौद्रिक उपकरणमार्फत तरलता प्रशोचन गरे पनि अपेक्षित सुधार देखिएको छैन। हाल बैंकहरूको कुल निक्षेप ७६ खर्ब ९७ अर्ब रुपैयाँ पुगेको छ भने कर्जा प्रवाह ५७ खर्ब ८३ अर्ब रुपैयाँ मात्र रहेको छ। करिब ११ खर्ब रुपैयाँभन्दा बढी अतिरिक्त तरलता प्रणालीमा रहेको छ। निजी क्षेत्रतर्फ कर्जा वृद्धि सीमित रहँदा र संस्थागत निक्षेपको हिस्सा उच्च रहँदा तरलता व्यवस्थापन चुनौतीपूर्ण बन्दै गएको छ। Nepal’s banking system is currently facing excess liquidity, while credit flow to the private sector remains weak. Although bank deposits have increased significantly, low loan demand from businesses has resulted in large idle funds within the system. Despite the central bank’s efforts through bonds and deposit facilities, liquidity pressure persists. Total deposits have reached NPR 7.697 trillion, while credit stands at NPR 5.783 trillion, leaving over NPR 1.1 trillion as excess liquidity. Limited growth in private sector lending and a high share of institutional deposits have made liquidity management increasingly challenging for banks.
