भूमि सम्बन्धी ऐन संशोधन विधेयक राष्ट्रियसभामा स्वीकृत प्रतिनिधिसभाबाट सन्देशसहित आएको ‘भूमिसम्बन्धी केही नेपाल ऐनलाई संशोधन गर्ने विधेयक, २०८२’ माथि विचार गरियोस् भन्ने प्रस्ताव राष्ट्रियसभाले बहुमतले स्वीकृत गरेको छ। मन्त्री बलराम अधिकारीले विधेयक प्रस्तुत गर्दै जग्गा व्यवस्थापन पारदर्शी र निष्पक्ष हुने प्रतिबद्धता व्यक्त गरे। उनका अनुसार प्रत्येक वडा र पालिकामा सबै दलको सहभागिता रहने सर्वदलीय समिति मार्फत काम हुने भएकाले कुनै प्रकारको बदमासी हुने छैन। जग्गा कमाएर पनि नाममा जग्गा नभएका अव्यवस्थित बसोबासीलाई बसोबासको व्यवस्था गरिने र जोखिमयुक्त क्षेत्रका बासिन्दालाई सुरक्षित स्थानमा सारिने उनको भनाइ थियो। बैठकमा सदस्यहरूले कृषि वा उद्यमका लागि राखिएका जग्गामा प्लटिङ गर्ने प्रवृत्ति, भूमिहीन र सुकुम्बासीको अधिकार, अव्यवस्थित बसोबासीको सुरक्षाको सवाल, साथै भू–माफिया र दलाललाई लाभ पुग्ने आशंका प्रष्ट पार्नुपर्नेमा जोड दिए। केही सदस्यहरूले सरकारी, सार्वजनिक र गुठी जग्गा अपचलन हुने सम्भावना देखिएकाले विधेयक पुनर्लेखन गर्नुपर्ने मागसमेत गरे। त्यसैगरी, विधायन व्यवस्थापन समितिका सभापति तुलसाकुमारी दाहालले ‘सङ्घीय निजामती सेवा विधेयक, २०८०’ सम्बन्धी समितिको प्रतिवेदन पेस गर्दै निजामती कर्मचारीले अवकाश लिएपछि दुई वर्षसम्म अन्यत्र नियुक्ति नपाउने व्यवस्था गरिएको जानकारी दिइन्।Bill to Amend Land-Related Acts Approved by National Assembly The National Assembly has approved by majority the proposal to consider the “Bill to Amend Certain Nepal Land-Related Acts, 2082,” which was earlier received with a message from the House of Representatives. Presenting the bill, Minister for Land Management, Cooperatives and Poverty Alleviation Balram Adhikari assured that land management would be carried out in a fair and transparent manner. He stated that all work would go through an all-party committee at each ward and municipality, ensuring representation of all active political parties, so no malpractice would take place. He further pledged that landless squatters who have earned land but have no property in their names will be provided land for settlement, and those living in risky areas will be relocated to safer places.
